Sir Edward Grey to Sir F. Bertic.

Foreign Office, September 7, 1912. WITH reference to my despatch No. 370 of the 3rd ultimo, I transmit to your Excellency berewith copy of a despatch from His Majesty's consul at Saigon, reporting that, according to information which has reached him, the Indo-Chinese Government have now renounced their intention of purchasing Yunnan opium,

I have to request your Excellency to convey unofficially to the French Government my satisfaction at this report, while I trust will prove correct, but your Excellency should at the same time state that I still hope that it may be possible to bring about the proposed arrangement, by which the Government of India will, in co-operation with, and at the request of, the Government of Indo-China, undertake to limit the export of Indian opium to Indo-China to opium purchased by, or consigned to, the Colonial Opium Régie.
